refactor: update hooks.json to use worker-service.cjs CLI

Update all hook commands to use the new self-spawn CLI in worker-service.cjs
instead of the deleted worker-cli.js:
- SessionStart restart command
- UserPromptSubmit start command
- PostToolUse start command
- Stop start command
