fix: setup.bat 한글 인코딩 문제 수정

UTF-8로 저장된 한글 주석이 Windows cmd.exe에서 CP949로 파싱되어
명령어가 깨지는 버그 수정. 주석 및 출력 메시지를 영어로 변경.
