Cherry-picked onto main (build artifact conflicts only, source merged cleanly). 9 files updated: type definition, RPM limits, model validation, settings, UI dropdown, docs, and tests. Greptile review noted a pre-existing unrelated naming mismatch in docs (`CLAUDE_MEM_GEMINI_BILLING_ENABLED` vs actual `CLAUDE_MEM_GEMINI_RATE_LIMITING_ENABLED`).
